The Consultant’s Resource is expected to provide the majority of services on a fulltime basis in Edmonton and be available for the majority of Government of Alberta business hours through the duration of the SOW Agreement.

These services are anticipated to begin ASAP with an estimated 10 -12 month duration.  The duration of the services is contingent upon the feasibility of an IT initiative implementation date which is being finalized.  These services are set out to cover the remainder of the project period to that implementation date as well as the 4-month post-implementation period.    Post-implementation support is required to continue to address any issues that may arise when the system is in production and ensure that appropriate measures are taken for resolution.  The most critical period is the first month or two after production cutover. 

Alberta Children and Youth Services reserves the option to extend the Statement of work (SOW) Agreement on two occasions for up to 4 months on each occasion on the same terms and conditions including pricing

Responsibilities

Alberta Children and Youth Services (ACYS) is well underway towards implementing the Intervention Services Information System (ISIS) which will replace the current application system, Child and Youth Information Module (CYIM) and support the ‘new Casework Practise Model’.    It is the objective of ACYS to transition to a modern component–based design using open standards that are designed to implement out-come based programs. ACYS has acquired Cúram, an Enterprise Case management application. This new platform will provide the Intervention Services Program, Placement Resources, Adoptions, Protection of Sexually Exploited Children, Drug Endangered Children with an end-to-end client centric collaborative system with the capacity to share information with other ACYS programs as well as other Ministries.  Two programs – Supports for Permanency and Unmarried Parents – are not being migrated from CYIM at this time.  Ultimately, ISIS will streamline the work for social workers and help achieve desired outcomes.  This in turn will assist in providing more effective services to children, youth and families.

ISIS is a strategic-level initiative that has been formed to contribute to the achievement of the Casework Practise Model.   The implementation of ISIS is a major organizational initiative. It is significantly larger, more complex and has a greater impact upon the ministry’s frontline casework than previous projects. These factors contribute to a set of “larger-than-average” implementation activities and risks.   The ISIS initiative has been underway for some time, since 2007.  A governance model is in place and Functional project streams have been established to address the requirements outlined below.  A Systems Integrator (IBM) has been onboard since the initiative’s inception and additional resources have been acquired by ACYS to fulfill the ministry’s project commitments and deliverables within the Functional project streams. 

The number of project activities, across the various functional project streams, requires Program Management to ensure successful implementation and sustainment.   Experienced program management capabilities are required to manage the numerous activities across the ISIS functional project streams. It is also required to assist the stream leads, whom are experts in their area, with the project management of their assigned project responsibilities.

Ideal Candidate:

Mandatory:

  • Demonstrated experience that the Resource has managed projects for the implementation large  IT application systems for at least two (2) customers or implementations.
  • Strong knowledge of ICT Application Delivery Process-major tasks, deliverables, formal methodologies and disciplines for delivering new or enhanced applications
  • Demonstrate the working experience the Resource possesses in the project management area of expertise of 8 years or greater.

Desireable:

  • Include the education/training the Resource possesses in the project management area of expertise.  
  • Demonstrate working experience the Resource possesses in the IT application project management area of expertise:
    • Knowledge of ICT Application Delivery Process-major tasks, deliverables, formal methodologies and disciplines for delivering new or enhanced applications;
    • IT Project Management--Knowledge of and experience with tools and techniques for planning, organizing, monitoring and controlling IT projects; 
    • Project management processes –  integration, scope, time cost, quality, human resource, and communications;
  • Demonstrate previous experience in managing implementations of this nature and magnitude and records of success.
    • Include any projects undertaken by the Resource that are similar in scope and complexity to the project described in this Statement of Work.
    • Experience in working with the implementation of Commercial Off The Shelf (COTS) products implementations;
    • Experience in working with a Systems Integrator.
  • Experience in (including how many) large-systems implementations the Resource has managed within public sector organizations, highlighting those within the social services segment.
  • Experience in initiatives which have an organizational change management component. 
  • Related experience in transitioning into a systems development project which is already in progress
